This is streaming on netflix, but subtitled but it looks like they dubbed it in english, too with Jean Reno. Interesting movie with a sequel (says it's not that great but I have it coming) with Reno playing Niemans, an apparent super-detective with a thing about dogs.

A man is found tied up in fetal position, hanging 150 ft off a cliff with his eyes torn out and tortured for at least 5 hrs. Hands cut before death. Vincent Cassel (French guy from Oceans12) is another detective who's grave desecration ties in with Niemans and together they solve an interesting crime that involves a mountain top, elite university. Interesting twist at the ending, too.
