Skids include the doctor/sherrif/SK and GF votes. So no, you can't since she's not saying which she's missing.

At first I thouht what Vulash did, and that it would have to be the GF's hit missing, because you could still write the scene without anyone else's SKID, and that's the only one that is really necessary. Then I realized that the Sheriff can't turn in his ID after the hit because he'd have way more clues than if he had turned it in on time. Obviously, the Doctor can't turn in their save after the hit, and the SK shouldn't know who the mafia is going to hit before he picks his target. So, I think it could be any of the four and Veri is being nice and not just making people skip their turn.
