Upgrading PHP/MySQL?

WTF.. I'm so lost.

I want to install wbb3 but according to the website, requirements are "PHP version 5.0.5 and MySQL version 4.1.2".

How in the hell does one update the PHP and MySQL stuff on a website to newer versions? I googled and that really didn't help much. I don't speak geek and have no flipping clue wtf it was saying. ROFL

Remember the guy on SMMO who did hosting? Lazsomething or other? I think it was Deezsites.com?

No, I didn't. I'm not sure what exactly to install and/or where to install it too (which folder/directory).
