css isnt a programming language, and yes i know it rather well!

well no it isn't a programming language, but it uses syntax and is an integrated part of other languages. =/

a markup language, extension of html :)
not sure what your table/div problem is, but for a div to scroll, you must define the height, and add "overflow: auto" to the CSS/style tag
