There is Talisman. You could see if that does what you'd like it to. I haven't had it on my system in ages but I've seen some interesting things done with it.

There is also Windowblinds but those tend to still be pretty normal looking.
Desktops
So I am trying to make a friends window's computer not look like windows anymore. He does too much 3D stuff to switch to linux so he is stuck with that gay start bar. Is there any way to customize windows however you want? I am talking complete change like http://unic0rn.net-md.net/images/desktop.jpg which is my current desktop.
Suggestions? Comments? Screenshots?

Unfortunately the Start Bar, as a requisite piece of the Windows Operating System, has a limit to the changes that can be made to it.
Thankfully in Windows XP these limits were lowered a little, and you can actually do a bit of fun with it.
http://www.themexp.org/ houses a lot of different themes for WinXP, some of which allow you to change the Start Bar to some extent.
A co-worker uses OS X for StyleXP.

Free yourself from the windows shell.
Go check out the LiteStep windows shell. I stopped using it several years ago (prior to win2k), but i think it's still out and kicking.
LiteStep is totally freeform, if your friend is familiar with AfterStep, Litestep i believe was essentially a windows port.

oh, and they should go check out sites like shellfront, and customize.org, or skinz.org. I would recommend deskmod.com but sadly we're not up and running yet.

also do a search for aston shell.. a really cool shell alternative for windows . I use my trusty ol NanoDT styleXP theme, but thats because i can't seem to snap out of the dark gray and pink combo :)
