Yes they can. Tivo will hold 30 minutes of what ever channel your on even if your not recording. When you change channels though if not recording you lose that 30 minutes. If the powers off your SoL of course. DVR's that come from your cable company or Dish company are very limited in capability in comparison to tivo. Also with a tivo box with a dual tuner you can record 2 programs while watching a 3rd that you had recorded prior or you can record 1 while you watch another live. Tivo works with just about any cable/sat in the US so moving it is easy.
Comcast DVR is a fucking hunk of shit my last roommate had it. I would never get rid of my tivo now. There are so many cool add ons as well. Like downloading new movies and programs from Amazon. You can also network a tivo to pull content off on it and on to a pc for burning. Not to mention logging in to your account to select programs to record. IE if you were at work and saw something you wanted to record but could'nt get home you can tell the web interface and it will upload the request to you machine at home.
Many Many Many other things that make tivo > and DVR.

ok, so i just woke up, at like 8:15.
CSI started at 8pm, and was set to start recording then on my DVR. Power went out ( fucking fuck you stupid fucking storm ) so i've lost 15mins of the middle of my show.
Can a TiVo rewind to the beginning, even if it wasn't on that channel or the power was out ?
I'm sick of this stupid piece of shit DVR. you can only rewind to the point at which you started watching ( if you hit recall by accident - goodbye to everything you just watched, it now starts over where you came back )

Comcast has On Demand in washington state. That was kind neat - well in the bigger cities. My parents, who live on a small island, have crap for on demand.
